Yet the story begins much earlier. By the time the first container arrives on a construction site, many of the most important decisions have already been made. It has been determined which materials will be used, how much packaging material will be involved, what dimensions will be used, and how materials will be delivered. As a result, the types of waste streams that will be generated are often already largely predetermined.
This makes construction waste a different issue than is often assumed. Not because waste on the construction site is unimportant, but because many waste costs originate before construction even begins.
When do most waste costs arise on a construction site?
Many waste costs arise even before construction begins. Design choices, material selections, packaging, logistics, and supplier agreements determine which waste streams will result, how much material will be lost, and which streams can be reused or recycled effectively. Consequently, the greatest opportunities to prevent waste often arise before the first pile is driven into the ground.

One of the most striking insights from the blueprint for the waste-free construction site is that up to approximately 70% of the contents of a mixed construction and demolition container can still be saved from incineration through post-sorting. The remaining stream is often too contaminated to be processed into high-value materials.
This fact raises an interesting question.
If so much material is technically still usable, is the problem really with waste processing?
Or should we instead look at the choices that led to these materials ending up together in a single container?

Why are many waste costs actually design costs?
That may sound like a bold statement, but this conclusion is becoming increasingly relevant.
Many organizations focus on waste only after construction has already begun. Extra containers are placed, employees are given instructions, and waste streams are better separated. That certainly helps!
But according to the blueprint for the waste-free construction site, the greatest impact occurs earlier—during the design phase. In the specifications. In bids. In material choices. And in agreements with suppliers.
That’s where it’s determined:

The blueprint outlines various measures that have an impact even before construction begins, such as using standard sizes, prioritizing prefabricated components, establishing return agreements for packaging, and avoiding materials for which there are virtually no processing options.
These aren’t waste management measures; they’re design and procurement choices. And that’s precisely why many waste-related costs are incurred before the first container even arrives on the construction site.
Why doesn’t management start on the construction site, but in the specifications?
An interesting aspect of construction waste is that waste streams influence one another.
A clean material stream often has far more processing options than a contaminated stream. As soon as materials are mixed, value is lost. This applies to wood, packaging, insulation materials, and various other streams that regularly appear on construction sites
This means that a seemingly small choice can have major consequences.

What do PPWR, CMP, and OVAM mean for construction companies?
The focus on material flows is growing not only in practice.
Regulations are also moving in that direction.
The European Packaging and Packaging Waste Regulation (PPWR) places greater emphasis on packaging, reuse, recyclability, and waste prevention. As a result, packaging streams are becoming increasingly relevant for construction companies in both the Netherlands and Belgium. More information on this is available from the European Commission.
In the Netherlands, we are also seeing developments such as the Circular Materials Plan (CMP), which calls for greater attention to prevention, material use, and circularity throughout the life cycle of materials. In Flanders, OVAM is promoting a similar shift toward resource conservation, reuse, and high-quality material use through Circular Materials Management and Circular Design and Construction.
What do these developments have in common? They highlight where raw materials are being lost.

Many organizations know exactly how much waste they dispose of. But far fewer organizations know which choices caused that waste. And that is precisely where the greatest opportunity lies. Because those who understand why materials lose their value can take action sooner—in design, in specifications, in procurement, in logistics, and in packaging. On suppliers. And ultimately, on costs as well. The question, therefore, isn’t just how much waste a construction site produces.
