These scrubbers filter nitrogen gas from the air. The captured nitrogen is then treated with an acidic aqueous liquid and dissolves into that liquid.
That doesn't just cost a lot of energy (and money) to clean nitrogen-rich water in wastewater treatment plants. Surface water also has its nitrogen limits. Companies that emit nitrogen for a project need a permit with a maximum emission threshold. This puts many companies in the Netherlands in a tight spot.
Time for a new perspective. Not to turn one problem into another waste stream, but a new raw material with value: in the form of fertiliser.
